The structure will be a permanent steel/concrete installation for public use. A public footpath runs along the top of the river bank past the site, and this will provide the means of access to the facility. Currently, there is no such facility available in whole of Greater Manchester and there has been a long felt need to have a facility which is inshore within Greater Manchester and has the sanctity and dignity to perform this last rite safely and peacefully. The proposed design creates a walkway and viewing platform at the upper level which is at the same level as the existing public pathway. The upper platform with gated entry is connected to a jetty below via a staircase. The jetty below sits above the median ‘normal’ water level and extends beyond the bank line allowing safe access to scatter ashes into the Mersey flowing below. Family members who are less mobile will be able to view the ceremony from the viewing platform at the upper level. Detailed topographical survey has been done and submitted to the Corporate Office (land owner) of the Manchester City Council along with the Location Plan and detailed engineering drawings. A Design and Access statement and Flood Risk Assessment have been added to this version of the application. 383204 390374 4 It is proposed to build a small (about 18 square meters) jetty structure that will overhang over the river bank linking to a footpath onshore. Design has been done after the exact location was finalised after detailed topological survey and discussions with the senior surveyor from the Corporate Offce of the Manchester City Council (the land owner). We are expecting groups of 5 to 10 people to use the facility on average two to three times per week. The decking area will be about 3m x 3m. Both the decking and the safety railings will be of composite material. The decking will be supported by structural steel beams. The steel beams will be supported by concrete plinths on land and steel piles if required. The structure will not be visually intrusive.
